Desired A/F stuck at 29:1 ???? (Solved)

This is a friends car (running 3.4.1) I was looking at for him because for some reason he couldn't lean it out all of the sudden. The car was tuned 2 and half years ago and has ran flawlessly until now. I noticed immediately that the ego correction was max out, so I turn off the correction and it started running good again but the desired A/F was reading 29:1. So I looked at the desired A/F ratio table, there isn't one spot in that table even remotely close to a 29:1. The whole time it's doing this the actual A/F ratio is correct. Could this be a problem with the Tec?
